Rebuilding Incentives for Sustainable Electric (RISE) Homes

This site is intended for use by the members of Rulemaking (R.) 19-01-011 and the expanded RISE Homes service list. This site is hosted by ICF Consulting, acting as the implementer for The Rebuilding Incentives for Sustainable Electric (RISE) Homes Program, formally known as the Wildfire and Natural Disaster Resiliency Rebuild (WNDRR) Program. Please be advised, this is a temporary site until the official program website is launched.

As part of the California Public Utility Commission (CPUC) Decision (D.) 21-11-002 (Appendix to D.21-11-002), the Decision On Incentive Layering, The Rebuilding Incentives for Sustainable Electric (RISE) Homes Program, Data Sharing, Rate Adjustments For Electric Heat Pump Water Heaters, And Propane Usage, SoCal Edison serves as the RISE Homes program administrator and contracting agent. As described in Advice Letter 5091-E, ICF Consulting was selected as the implementer for the RISE Homes program.

The statewide RISE Homes program will provide incentives to help homeowners affected by natural disasters to rebuild lower-carbon, all-electric homes in alignment with the state’s long-term climate and energy goals. The Decision has been approved and includes high level objectives focused on Customer First and to deliver a simple, seamless and clear program for participants.
